Best ERP Software in the UAE for SMEs (2026)

The best ERP software in the UAE for a small or mid-sized business is the one that runs your operations (stock, purchasing, sales, production, several companies) in one database and has a clear route to UAE e-invoicing through an accredited service provider (ASP). For SMEs of up to around 200 users, the main candidates are Odoo, SAP Business One, Microsoft Dynamics 365 Business Central and Zoho One. Oracle NetSuite and Sage suit larger or finance-led groups, while Focus Softnet and TallyPrime are regional alternatives.

Key facts

  • An ERP is more than accounting: one database shared by finance, inventory, purchasing, sales, manufacturing and often CRM and HR.
  • Accredited ASPs among ERP vendors (Ministry of Finance list consulted on 10 October 2026, 65 accredited providers in total): Focus Softnet, Zoho, Tally and SAP's UAE entity. Microsoft, Oracle (NetSuite) and Sage are not on the list.
  • Public list prices are rare: Dynamics 365 Business Central costs USD 80 per user per month (Essentials, paid yearly) and Zoho One AED 135 per employee per month (billed annually). SAP Business One, NetSuite and Focus Softnet are quote-only.
  • Hundreds of UAE companies use Odoo. Whatever the ERP, the choice of implementation partner matters as much as the software.
  • 31 March 2027 is the ASP deadline for businesses with revenue below AED 50 million: an ERP project started now must include e-invoicing from day one.

What is an ERP system, and does your business need one?

An ERP (enterprise resource planning) system runs finance and operations in one database: accounting, inventory, purchasing, sales and manufacturing, often with CRM, HR and e-commerce. You need one when spreadsheets and separate apps no longer keep stock, orders and accounts in step. If you only invoice and keep books, accounting software is enough.

The signs that you have outgrown accounting software are practical:

  • You hold stock in more than one location, or track batches, serial numbers or expiry dates.
  • Purchases go through purchase orders, approvals and goods receipts.
  • You assemble or manufacture, so you need bills of materials and production costs.
  • You run several legal entities, for example a mainland company and a free zone company, and consolidate them by hand.
  • You sell online and re-key web orders into your books.
  • Month-end reports take days because figures come from three or four tools.

If none of this applies (a consultancy with six people and no stock, for instance), an ERP adds cost and complexity for little gain. Our comparison of the best accounting software in the UAE covers that case.

What should a UAE SME look for in an ERP?

Eight criteria: UAE localisation (5% VAT, Corporate Tax, Arabic documents), a named e-invoicing route through an accredited ASP, inventory and purchasing depth, multi-company support, a licensing model that fits your headcount, a local implementation partner, the right deployment option and a realistic three-year total cost.

  1. UAE localisation. VAT at 5%, Corporate Tax reporting and bilingual English/Arabic documents. Some products provide this natively; for others (Business Central, SAP Business One) it comes from partners.
  2. E-invoicing route. Is the vendor itself an accredited ASP, or does a connector link the ERP to one? Who maintains that connector when the PINT AE specification changes?
  3. Inventory and purchasing. Warehouses, units of measure, purchase approvals, landed costs if you import. Test these with your own products, not a demo dataset.
  4. Multi-company. Several companies in one system, inter-company invoicing and consolidation. Check which plan includes it.
  5. Licensing model. Per user, per employee or per organisation. A per-employee suite can be cheap for an office team and expensive for a large workforce.
  6. Local partner. Who implements, trains and supports you in the UAE, in your language?
  7. Deployment. Cloud, private hosting or on-premise. E-invoicing records must be retrievable whatever the location of the servers, for the Tax Procedures Law retention periods (generally 5 years, 7 for real estate).
  8. Three-year total cost. Licences, implementation, ASP fees, training and support over 36 months, not the first monthly invoice.

How do the main ERP systems compare in the UAE?

The table compares eight ERP systems sold in the UAE on official ASP status, public price and core modules. Statuses come from the Ministry of Finance list consulted on 10 October 2026, prices from each vendor's site on the same day. A question mark means we could not confirm the feature from a public source.

Best for: Freelancers and growing SMEs that need, or will need, more than invoicing — stock, purchasing, CRM, multi-company, e-commerce — in one system.

Strengths

  • One database for accounting, inventory, purchasing, sales, CRM, manufacturing and e-commerce
  • UAE localisation: VAT return, Corporate Tax report, payroll with WPS (SIF) files; invoices in English, Arabic or both

Best for: Established distributors and light manufacturers, or subsidiaries of SAP groups.

Strengths

  • Tier-1 brand; strong distribution and light manufacturing
  • Large partner network in the region
  • SAP is an accredited ASP for its ERP range

Limits

  • No public pricing; partner implementation adds cost and time
  • UAE e-invoicing for B1 typically needs an add-on plus an ASP
  • Higher entry cost than SME accounting tools

Best for: SMEs that want CRM, finance, HR and marketing apps from one vendor at one price.

Best for: GCC distributors, retailers and manufacturers wanting a regional ERP that is also the ASP.

Best for: Companies with an existing Sage 300/X3 installation.

  • Long installed base in the Gulf (Sage 300)
  • Multi-entity finance (Intacct), manufacturing (X3)

Limits

  • Fragmented product range; depends on partner

  • No official UAE e-invoicing announcement; relies on third-party connectors

Sage is not an accredited ASP and has published no UAE e-invoicing statement; third-party ASPs sell connectors for Sage 300 and Intacct.

TallyPrime

Accredited ASP

Best for: Traders and accountants used to Tally who want a low one-time licence.

Strengths

  • Accredited ASP; e-invoicing included with TSS at no incremental cost (vendor statement)
  • Low one-time licence; very large installed base
  • Bilingual English/Arabic invoices; unlimited companies

Limits

  • Desktop-first; remote access needs a hosted add-on
  • TSS renewal needed for updates and e-invoicing (renewal price in AED not published)
  • No CRM or e-commerce; UAE e-invoicing launch status to confirm

Tally is itself an accredited ASP; e-invoicing comes with an active TSS subscription on the latest release. Tally's own UAE page still lists the feature as coming — check availability.

Two products sit at the edge of the ERP category. Zoho One bundles Zoho Books, Zoho Inventory, Zoho CRM, Zoho Payroll and other apps for a single price, but they remain separate apps integrated together. TallyPrime is accounting and inventory software with strong roots among UAE traders, rather than a full ERP; it is a sensible step for Tally users who are not yet ready for an ERP project.

Native e-invoicing or via an ASP: which ERP route is safer?

Both routes are legal. What matters is that the ASP transmitting your invoices is on the official list, that the connector is maintained, and that the contract says who fixes a rejected invoice. A vendor that is itself the ASP means one contract; an ERP plus a separate ASP lets you change ASP without changing ERP.

Where each ERP stands on the list consulted on 10 October 2026:

  • Focus Softnet: accredited (no. 134577). Its Focus E-Invoice platform is also sold on its own to connect other ERPs.
  • Zoho One: Zoho Software Trading LLC is accredited (no. 121988). Whether the Books app inside Zoho One includes the e-invoicing add-on is not documented: ask Zoho.
  • SAP Business One: SAP Middle East & North Africa LLC is accredited (no. 197202), but SAP's announcement covers its larger ERP range. Coverage of Business One is not confirmed; many Business One users rely on a partner add-on plus an ASP.
  • TallyPrime: Tally Software Solutions FZCO is accredited (no. 162503), with e-invoicing through an active TSS subscription; Tally's UAE page still lists it under "What's coming".
  • Dynamics 365 Business Central: Microsoft is not on the list. UAE e-invoicing comes from partner apps on Microsoft's marketplace that connect to an accredited ASP; Microsoft's own UAE e-invoicing is planned for Dynamics 365 Finance, not Business Central.
  • Oracle NetSuite: Oracle says NetSuite e-invoicing is available in the UAE but names no ASP. NetSuite documents its Peppol connectivity through Avalara, and Avalara Gulf Technologies LLC was pre-approved, not accredited, on the list we consulted.
  • Sage: not on the list, with no official UAE e-invoicing statement found. Third-party ASPs, such as KGRN Chartered Accountants (accredited, no. 120915), sell connectors for Sage 300 and Sage Intacct.
  • Odoo: see the status box below.

The list itself is moving. Ministerial Decision No. 168 of 2026, in force since 1 October 2026, removed the pre-approval stage: pre-approved providers had 30 days from 1 October 2026 to complete accreditation. If your ERP's e-invoicing depends on a provider that is not yet accredited, get a written answer on what happens if it does not make the list. What does an ERP really cost over three years?

Over three years, an ERP costs its licences (users × monthly price × 36), plus a one-time implementation, the ASP fees beyond the free allowance, the connector, training and support. Licence prices are public for only a few products, and no vendor publishes implementation prices, so compare quotes on the same scope and the same 36 months.

Two licence-only illustrations, from public prices:

  • Business Central, 15 full users and 10 Team Members on Essentials: (15 × USD 80 + 10 × USD 8) × 36 months = USD 46,080 over three years, before localisation, connector, ASP and implementation.
  • Zoho One, a company with 30 employees on the all-employee plan: 30 × AED 135 × 36 = AED 145,800. On the flexible plan, 15 users would cost 15 × AED 329 × 36 = AED 177,660.

For Odoo, the licence is priced per user per month; the plan you need depends on hosting and on whether you need several companies or custom developments, which require the higher plan. The licence is rarely what decides the three-year total. Implementation quality, data clean-up and training decide whether people use the system or work around it.

How do you choose an ERP implementation partner in the UAE?

Pick a partner, not just a product. Ask for UAE references in your industry, a fixed-price quote on a written scope, a named team, a data migration plan and a clear answer on who builds and maintains the e-invoicing connector. Check the partner's status with the vendor and what support costs after go-live.

Many of the "ERP companies in the UAE" you will find online are partners or resellers of one or two products, so their list of the best ERP tends to put their own product first. That applies to us too, as the transparency note at the top of this page says, which is why our criteria are public. Ask any partner the same questions:

  1. References: two or three UAE customers of your size and sector you can call.
  2. Scope and price: a written scope with a fixed price, and how changes are charged.
  3. Team: who does the work, and in which language they train your staff.
  4. Data migration: what moves (opening balances, open invoices, stock, history) and who cleans it.
  5. E-invoicing: which accredited ASP, which connector, and who answers when an invoice is rejected.
  6. Vendor status: the partner must be approved by the software vendor (Odoo, Microsoft, SAP or Oracle) to sell and support it.
  7. Change management: how they prepare the people whose daily work changes.
  8. After go-live: support hours, response times and the yearly cost.

If you only invoice and hold no stock, Odoo with invoicing and accounting only, or an accounting tool such as Zoho Books or Wafeq, covers the need. From a freelancer to around 200 users with stock, purchasing, CRM, several companies or e-commerce, Odoo is our default recommendation. Microsoft 365 companies should look at Business Central, SAP group subsidiaries at Business One, and fast-growing multi-entity groups at NetSuite.

  • Mainly invoicing, no stock: Odoo (Invoicing and Accounting, connected to an accredited ASP), Zoho Books or Wafeq (both accredited ASPs) all cover the need. Odoo lets you add apps in the same database as you grow.

  • SMEs that want CRM, finance and HR apps from one vendor at a single price: Zoho One, after checking that e-invoicing is included.
  • GCC distributor, retailer or manufacturer that wants the ERP vendor to be the ASP: Focus Softnet.
  • Companies already running Sage 300, X3 or Intacct: stay with Sage and add a connector to an accredited ASP.

No official statistics on ERP use in the UAE are published, and vendor customer counts are global. SAP, Microsoft, Oracle, Odoo, Zoho, Sage, Tally and Focus Softnet all sell in the UAE, directly or through local partners, and hundreds of UAE companies use Odoo. Choose on fit with your operations and on the e-invoicing route, not on market share.

What are the top 5 ERP systems for UAE SMEs?

SAP Business One, NetSuite and Focus Softnet are quote-only, and Odoo is priced per user per month on odoo.com/pricing. Add implementation, which no vendor publishes, plus ASP fees and training.

Which ERP is a good alternative to SAP?

For SMEs, the usual alternatives to SAP Business One are Odoo (broad scope, cloud or on-premise, per-user licence), Microsoft Dynamics 365 Business Central (strong if you already use Microsoft 365) and Oracle NetSuite for multi-entity groups. Compare them on the same scope, the same three-year cost and the same e-invoicing route.

Is Zoho an ERP?

Zoho Books is accounting software, not an ERP. Zoho One is a suite of separate Zoho apps (Books, Inventory, CRM, Payroll, Commerce and others) integrated with each other and sold at one price per employee or per user. It covers many ERP functions, but the apps keep their own data rather than sharing one ERP database, and we found no dedicated manufacturing app in it.
