This is the official list of ASPs for e-invoicing in the UAE: 65 accredited service providers and 5 pre-approved, as published by the Ministry of Finance (list consulted on 10 October 2026). Every business in scope must appoint one accredited ASP: by 30 October 2026 if its revenue is AED 50 million or more, by 31 March 2027 otherwise. What is an ASP in UAE e-invoicing?

An Accredited Service Provider (ASP) is a company accredited by the UAE Ministry of Finance to connect businesses to the e-invoicing system. Your ASP checks your invoices against the PINT AE format, sends them over the Peppol network to your customer's ASP, receives your suppliers' e-invoices for you, and reports the tax data to the Federal Tax Authority (FTA).

You cannot send e-invoices to the FTA yourself: the model only works through accredited ASPs. How the network works is explained in our guide to Peppol and PINT AE.

What changed with Ministerial Decision No. 168 of 2026?

Ministerial Decision No. 168 of 2026, effective 1 October 2026 and published by the Ministry of Finance on 9 October 2026, replaced the previous accreditation framework, Ministerial Decision No. 64 of 2025. It removed the pre-approval stage: pre-approved providers had 30 days from 1 October 2026 to complete accreditation, otherwise their pre-approval ends.

What this means for you:

  • The list will move around the end of October 2026. Each of the 5 pre-approved providers will either appear as accredited or drop off. If you are talking to one of them, ask for its accreditation status in writing before you sign.
  • Accreditation is valid for 2 years, and renewal must be requested at least 70 business days before it expires. Ask your provider when its accreditation is due for renewal.
  • The entry bar is high. To be accredited, a provider must be Peppol-certified and pass the OpenPeppol conformance tests, run its e-invoicing product for at least 2 years, hold ISO/IEC 27001 and ISO 22301 certifications, have paid-up capital of at least AED 50,000 and audited financial statements, and carry professional indemnity insurance of at least AED 2.5 million, plus crime and cyber fraud cover of at least AED 5 million each.

Do you need an ASP and accounting software?

Usually both. The ASP transmits, validates and reports, but it does not keep your books, calculate your VAT or manage your customers and stock. Your accounting software creates the invoice data and must send it to the ASP. Some vendors combine both roles; otherwise you connect your software to a separate ASP.

An ASP alone doesn't fix your invoicing software: if your system cannot produce the mandatory PINT AE data (51 fields for a tax invoice) or issue electronic credit notes, the ASP has nothing correct to send. Is your accounting software an ASP?

Some vendors are on the Ministry of Finance list themselves, notably Zoho, Tally, Wafeq, SAP and Focus Softnet. Others, such as Xero, QuickBooks, Microsoft Dynamics 365 Business Central, NetSuite and Sage, are not listed and rely on an integration with a separate ASP. Always check the exact legal entity on the official list.

How do you choose an ASP? 8 criteria

Compare accredited providers on eight points: price per document, the 100 free e-invoices commitment, connectors for your software, support, service levels, data residency and access, onboarding time, and exit terms. The Ministry of Finance's guidance note "Considerations for Selecting an ASP" (23 February 2026) recommends making sure the free allowance is written into your contract.

Published prices give an idea of the range. On 10 October 2026, Zoho Books (Professional plan and above) included the first 100 transactions free, then packs from AED 41 per 100. Wafeq's ASP service for other ERPs started at AED 89 per month per taxpayer seat, with 15 document credits a month and extra credits from AED 0.35 down to AED 0.20 per document. Many providers quote on request.

When must you appoint your ASP?

Businesses with revenue of AED 50 million or more must appoint an ASP by 30 October 2026 and go live on 1 January 2027. Businesses below AED 50 million, and government entities, must appoint one by 31 March 2027. Missing the appointment deadline is fined AED 5,000 per month or part of a month.

The Ministry of Finance has called the move to 30 October 2026 a "targeted and final adjustment" and said no further extensions will be granted. Which ASPs are approved by the Ministry of Finance?

What is the difference between an accredited and a pre-approved ASP?

An accredited ASP has completed the Ministry of Finance accreditation and can serve businesses under the e-invoicing system. Pre-approval was an intermediate stage under the old framework. Ministerial Decision No. 168 of 2026, effective 1 October 2026, removed it: pre-approved providers had 30 days to complete accreditation, otherwise their pre-approval ends. To meet your obligation, appoint a provider shown as accredited.

How much does an ASP cost in the UAE?

There is no official price. Every accredited ASP must give each customer 100 free e-invoice exchange and reporting services per year; after that, providers charge subscriptions, packs or per-document credits. Published examples on 10 October 2026: Zoho Books packs from AED 41 per 100 transactions, and Wafeq's ASP service from AED 89 per month per taxpayer seat. Ask for quotes based on your own volumes.

Is the FTA approved ASP list the same as the Ministry of Finance list?

Accreditation is granted by the Ministry of Finance, not the Federal Tax Authority. People often call it the 'FTA approved ASP list', but the decision is taken under Ministerial Decision No. 168 of 2026 and the official list is published on mof.gov.ae. The Federal Tax Authority is the fifth corner of the system: it receives the tax data that your ASP reports.

Do I need an ASP if I only receive invoices?

Yes, if you receive in-scope e-invoices. The Ministry of Finance FAQ says that businesses which only receive them, such as holding companies with passive income or B2C-only businesses at or above the AED 50 million threshold, must still be able to receive and process e-invoices and must engage an accredited ASP.

Can I use one ASP to send and another to receive?

No. The Ministry of Finance Guidelines and FAQ require a single ASP for both sending and receiving. Both the supplier and the buyer must each appoint an ASP, but each business uses one provider for all its e-invoicing traffic. Members of a VAT group each use their own Tax Identification Number and their own endpoint with an ASP.
