Odoo Pricing in the UAE: Licences, Implementation and Total Cost

Odoo pricing in the UAE has two parts. Licences are billed by Odoo S.A. per user per month, according to the plan you choose. Implementation is a one-off fee from a partner, driven by your apps, users, data and integrations. Odoo publishes its plans and AED prices on odoo.com/pricing; this page explains what drives the rest of the bill and how to compare it fairly with Zoho Books.

How much does Odoo cost in the UAE?
Your Odoo budget is licences plus implementation. Licences cost the price per user per month of the plan you choose on odoo.com/pricing, times your number of users. Implementation is a one-off partner fee driven by your apps, data migration, customisation, integrations such as the ASP connector, and training. Then add ASP fees and support.
The licence part is simple arithmetic: users × price per user per month × 12 gives your yearly licence cost. Before you multiply, check four things on odoo.com/pricing:
- Which plan includes everything you need, for example several companies or hosting on your own server.
- Whether annual billing is cheaper than monthly billing.
- Whether the price shown includes 5% VAT.
- How users are counted in your case.
The implementation part is where budgets differ, and where most surprises come from. The next section breaks it down.
What drives the cost of an Odoo implementation?
Eight things: the apps and processes, the number of users and companies, where your data comes from, how much customisation you want, the integrations including the e-invoicing connector, the documents and reports to adapt, training, and support after go-live. Data quality matters most: clean data from a single source keeps a project small.

Is Odoo cheaper than Zoho Books in the UAE?
It depends on scope, not on the brand. For a freelancer or a small team that only invoices and files VAT, compare Zoho Books Professional (AED 90 per month billed annually, up to 5 users, e-invoicing included) with Odoo's licence for the same users on odoo.com/pricing and a short set-up for invoicing and accounting. The more you need beyond invoicing (stock, purchasing, CRM, manufacturing or several companies), the more one Odoo database tends to cost less than adding separate tools.

Zoho is itself an accredited ASP. Its first 100 e-invoicing transactions are free, then packs start at AED 41 per 100 transactions. Extra users cost AED 10 per month, or AED 8 on annual billing.
Two scenarios show how scope changes the comparison, using the same three-year logic: licences over 36 months, plus set-up, plus ASP fees.
Scenario 1: a 4-person consultancy sending 600 invoices a year. Zoho Books Professional costs AED 90 × 36 = AED 3,240 over three years, plus e-invoicing packs beyond the free allowance. Odoo costs 4 user licences for 36 months plus a short set-up for invoicing and accounting. Verdict: both are sensible choices. Compare the two quotes on the same scope, and favour the one that will still fit if you add CRM, projects or stock.
Scenario 2: a 25-user distributor with two warehouses, purchasing, CRM and a free zone sister company. Zoho Books Elite, which adds warehouses and batch tracking, includes 10 users; 15 extra users at AED 8 bring it to AED 400 per month, or AED 14,400 over three years, for one organisation. The free zone company needs a second subscription, CRM is a separate Zoho product, and there is no manufacturing. Zoho's broader suite, Zoho One, covers more, but we could not confirm whether it includes the UAE e-invoicing add-on. Odoo would cost 25 user licences for 36 months plus a larger implementation, with both companies, stock, purchasing and CRM in one database. Verdict: this is the profile where Odoo is worth a quote, and where less re-keying and fewer tools often justify a higher licence bill.

Can you use Odoo for free?
Partly. The Community edition is open source and free to download, but you still pay for hosting, set-up and support, and some apps and features exist only in the paid Enterprise edition. Odoo also offers a free trial on odoo.com. For a UAE company that needs e-invoicing and support, compare total cost, not licence cost.
Community suits companies with in-house technical skills and simple needs. For many UAE SMEs, the time spent on hosting, updates and missing features ends up costing more than the Enterprise licence would. Whichever edition you choose, the e-invoicing obligation is the same: you need an accredited ASP from the official ASP list and a working connector.
Which other costs should you budget for?
Beyond licences and implementation, budget for ASP fees above the free allowance, the e-invoicing connector, hosting if you do not use Odoo's cloud, any third-party apps, a support contract, future version upgrades, training for new staff, and your own team's time during the project. Ask each partner to list them in the quote.
- ASP fees. 100 free e-invoice exchange and reporting services per year, then the ASP's own price per document or subscription.
- Hosting. Included with Odoo's cloud; a separate cost with Odoo.sh or your own server.
- Third-party apps. Some connectors and localisation add-ons are paid.
- Upgrades. New Odoo versions arrive regularly; customised databases cost more to upgrade.
- Internal time. Your key users will spend days on workshops, data checks and tests. Plan for it.

What is the difference between Odoo Community and Enterprise?
Community is the free, open-source edition. Enterprise is the paid subscription billed per user by Odoo S.A., with additional apps and features. Check on odoo.com which of the apps you need are Enterprise-only before you compare prices.
How much does an Odoo implementation cost in Dubai?
There is no standard price: it depends on scope, data and integrations. A small standard project costs far less than a multi-company project with data migration and custom reports. Ask for a fixed quote on a written scope, or use our estimator to request one.
What are the disadvantages of Odoo?

Yes. Many companies start with accounting and invoicing, then add sales, purchasing or inventory. Your licence cost follows your users and plan, and each new app needs configuration and training, so plan the order of the rollout with your partner.
How many Odoo users do I need to pay for?
Count the people who will log in to work in Odoo, such as finance, sales and warehouse staff. Ask how other kinds of access are counted in your case, for example customers or suppliers using a portal, before you finalise your budget.
