Best UAE E-Invoicing Software (2026 Comparison)

The best e-invoicing software in the UAE is the one that turns your own invoice data into a compliant PINT AE e-invoice and hands it to an accredited service provider (ASP), which delivers it to your customer and reports it to the tax authority. Zoho Books, TallyPrime and Wafeq come from vendors that are accredited ASPs themselves; Xero includes an accredited partner; QuickBooks and Microsoft Dynamics 365 Business Central need a connector and a separate ASP contract. This comparison shows the official status of each option, its public price and the business it suits.

Key facts

  • 65 accredited ASPs are on the Ministry of Finance (MoF) list consulted on 10 October 2026. Zoho, Tally, Wafeq, Focus Softnet and SAP's UAE entity are among them; Intuit (QuickBooks), Xero, Microsoft and Sage are not.
  • 31 March 2027 is the deadline to appoint an ASP if your revenue is below AED 50 million (go-live 1 July 2027). At AED 50 million or more, it is 30 October 2026 (go-live 1 January 2027).
  • 100 free e-invoice exchange and reporting services per year for each customer: every accredited ASP must commit to this (Ministerial Decision No. 168 of 2026).
  • AED 5,000 per month is the fine for failing to implement the system, including not appointing an ASP on time (Cabinet Decision No. 106 of 2025).
  • PDF, Word and Excel files are not e-invoices. An e-invoice is structured data (PINT AE, in XML) exchanged over the Peppol network.

What does e-invoicing software have to do in the UAE?

It has three jobs. It must produce each invoice as structured data in the PINT AE format, with the 51 mandatory fields of an electronic tax invoice. It must pass that data to an accredited ASP, which sends it over Peppol and reports the tax data to the Federal Tax Authority (FTA). And it must receive your suppliers' e-invoices the same way.

The UAE uses what the Ministry calls a "5-corner model". You (corner 1) send through your ASP (corner 2) to your customer's ASP (corner 3), which delivers the invoice to your customer (corner 4), while the tax data goes to the FTA (corner 5). Both the supplier and the buyer must appoint an ASP, and one ASP handles both sending and receiving. The network is Peppol, the format is PINT AE (an XML specification, currently version 1.0.4), and there is no QR code. What "e-invoicing ready" really means

Many vendors now describe their software as "e-invoicing ready". Check that the claim covers all five points below, not just a new invoice template:

  1. The data. The software holds everything PINT AE needs: the 51 mandatory fields of an electronic tax invoice (49 for a commercial e-invoice issued by a business that is not VAT-registered), including your customer's identifier, which is based on the first 10 digits of its Tax Registration Number (TRN).
  2. The connection. Either the vendor is itself an accredited ASP, or the software has a maintained connector to one. Ask who updates the connector when the specification changes.
  3. Receiving. Supplier e-invoices arrive through your ASP. Good software turns them into supplier bills; otherwise someone re-keys them.
  4. Credit notes. Electronic credit notes are mandatory for cancellations, price reductions, refunds and errors. Debit notes are not used: corrections go through credit notes.
  5. Monitoring. You need to see which invoices were delivered or rejected. If your system fails, you must notify the FTA within 2 business days.

The Ministry expects tax data to reach the FTA in near real time. A late e-invoice costs AED 100, up to AED 5,000 per calendar month: see UAE e-invoicing penalties and fines.

What are the two families of e-invoicing software?

In the first family, your accounting or ERP vendor is itself an accredited ASP: Zoho Books, TallyPrime, Wafeq and Focus Softnet work this way, so one contract covers everything. In the second, your software produces the invoice and a separate accredited ASP transmits it through a connector. QuickBooks, Dynamics 365 Business Central, Sage and NetSuite users follow this route.

Xero sits in between. It is not an ASP, but it officially includes e-invoicing through Casim, an accredited ASP, at no extra cost on its Starter, Standard and Premium plans.

Both families can be compliant. What matters is that the ASP doing the transmission is on the official list. Our list of accredited e-invoicing service providers shows every one of them under its exact legal name.

How do the main e-invoicing software options compare?

The table compares nine common options on official ASP status, lowest public price and the features UAE businesses ask about most. Statuses come from the MoF list consulted on 10 October 2026, and prices from each vendor's UAE page on the same day, excluding VAT. Each price links to its source so you can check it.

A few points the table cannot show:

  • Zoho Books: e-invoicing is available from the Professional plan only. The Free and Standard plans do not include it, so a comparison that quotes Zoho's cheapest plan as its e-invoicing price is wrong.
  • TallyPrime: e-invoicing comes with an active Tally Software Services (TSS) subscription, at "no incremental cost" according to Tally. Tally's own UAE page still lists the feature under "What's coming", so confirm it is live for your release.
  • SAP Business One: SAP's UAE entity, SAP Middle East & North Africa LLC, is accredited (no. 197202), but SAP's announcement links the service to its larger ERP range. Coverage of Business One is not confirmed, and many Business One users rely on a partner add-on plus an ASP.
  • Dynamics 365 Business Central: the UAE localisation comes from Microsoft partners. Microsoft's E-Documents feature does not cover the UAE, and Microsoft's own UAE e-invoicing is planned for Dynamics 365 Finance, not Business Central. Partner apps on Microsoft's marketplace connect Business Central to an accredited ASP.
  • QuickBooks Online: Intuit has announced no UAE route. You need a third-party connector and a separate ASP; Casim, an accredited ASP, says it integrates with QuickBooks.
  • Excel + an ASP portal: possible for a handful of invoices, but every invoice is typed twice. DocFlow (Cloud Consulting LLC-FZ), an accredited ASP, advertises its first 100 e-documents free.
  • Daftra (not in the table): its UAE page says it is an accredited ASP, but we found no matching entity on the MoF list consulted on 10 October 2026. Ask for the entity name and accreditation number before relying on it.
  • Focus Softnet (not in the table): a regional ERP vendor that is itself accredited (no. 134577). We cover it in our guide to the best ERP software in the UAE.

Which e-invoicing software fits which business?

For freelancers and micro-businesses that mainly invoice, Odoo, Zoho Books and Wafeq all work: Zoho and Wafeq are accredited ASPs themselves, and Odoo connects to an accredited ASP. TallyPrime suits traders already on Tally, and Xero suits service firms whose accountant uses it. Odoo also covers growing companies that need stock, purchasing and CRM in one system. QuickBooks works if you accept a separate ASP.

Odoo

Expected soon — not listed yet

Best for: Freelancers and growing SMEs that need, or will need, more than invoicing — stock, purchasing, CRM, multi-company, e-commerce — in one system.

  • One database for accounting, inventory, purchasing, sales, CRM, manufacturing and e-commerce

Zoho Books

Accredited ASP

Best for: Freelancers and small businesses that want accounting software with the ASP built in.

Strengths

  • Accredited ASP built in — no second contract
  • Public AED pricing; VAT and Corporate Tax features
  • Large ecosystem (Zoho CRM, Payroll with WPS files, Inventory)

Limits

  • E-invoicing only from Professional; free and Standard plans excluded
  • Annual invoice and user caps per plan; volume above 100 e-invoicing transactions is paid
  • No manufacturing module; CRM and payroll are separate subscriptions

Zoho is itself an accredited ASP. E-invoicing is available from the Professional plan: first 100 transactions free, then prepaid packs (from AED 41 per 100).

Best for: UAE/GCC small businesses wanting bilingual accounting with VAT, Corporate Tax and e-invoicing in one subscription.

Limits

  • Inventory, payroll and production only on Premium
  • Basic inventory and manufacturing compared with an ERP; no CRM or e-commerce

Wafeq is itself an accredited ASP; e-invoicing is included in every plan. It also sells its ASP service to connect other ERPs (from AED 89/month per taxpayer seat).

TallyPrime

Accredited ASP

Best for: Traders and accountants used to Tally who want a low one-time licence.

Strengths

  • Accredited ASP; e-invoicing included with TSS at no incremental cost (vendor statement)
  • Low one-time licence; very large installed base
  • Bilingual English/Arabic invoices; unlimited companies

Limits

  • Desktop-first; remote access needs a hosted add-on
  • TSS renewal needed for updates and e-invoicing (renewal price in AED not published)
  • No CRM or e-commerce; UAE e-invoicing launch status to confirm

Tally is itself an accredited ASP; e-invoicing comes with an active TSS subscription on the latest release. Tally's own UAE page still lists the feature as coming — check availability.

Xero

Via an accredited partner ASP

Best for: Start-ups and service SMEs whose group or accountant already uses Xero.

Strengths

  • E-invoicing included via an accredited partner ASP
  • Simple, popular cloud accounting
  • UAE VAT return tool

Limits

  • Software in English only (Arabic only for VAT return output)
  • Starter capped (20 invoices); multi-currency only on Premium
  • Two companies in the support chain (Xero + Casim); no UAE payroll or inventory depth

Xero is not itself an ASP but officially offers UAE e-invoicing through Casim (accredited), included at no extra cost on Starter, Standard and Premium.

Best for: Freelancers and small service firms already used to QuickBooks.

  • No official UAE e-invoicing path: connector + separate ASP needed
  • Arabic invoice language not listed; no UAE Corporate Tax or payroll
  • Inventory only from Plus; billed in USD

How much does UAE e-invoicing software cost?

For a small business, the lowest public prices that include e-invoicing start at about AED 57 a month (Wafeq Starter, billed annually) and AED 90 a month (Zoho Books Professional, billed annually). TallyPrime starts at AED 2,340 one-time, with a year of TSS. Software whose vendor is not an ASP needs a separate ASP fee on top.

Prices exclude VAT and were checked on 10 October 2026. Tally also runs an annual "Muwafaq" offer (Silver at AED 702 + VAT a year), limited to the first 50 registrations each month.

Three things move the bill more than the headline price:

  • Volume. Zoho sells e-invoicing transaction packs (AED 330 for 1,000, AED 2,700 for 10,000). Wafeq's standalone ASP service sells credits from AED 0.35 down to AED 0.20 per document. Every accredited ASP must still give each customer 100 free e-invoice exchange and reporting services a year, and the MoF advises checking that this is written into your contract.
  • Modules beyond invoicing. Inventory, purchasing and payroll often sit on higher plans or separate subscriptions.
  • Implementation. Cleaning customer data, mapping tax codes and testing take time, and ERP projects need a partner. For Odoo, our Odoo pricing guide for the UAE explains licences and implementation cost.

What should you ask your software vendor before you sign?

Ask for proof, not promises: the exact ASP entity and accreditation number on the MoF list, whether e-invoicing is live on your plan today, what each e-invoice costs beyond the free allowance, how supplier e-invoices and credit notes are handled, and who fixes a rejected invoice. Then put the answers in the contract.

  1. Which ASP transmits my invoices? Get the legal name and accreditation number, then check them on the official list yourself. A vendor's website is not proof: one vendor we reviewed claims an ASP status that we could not find on the list.
  2. Is e-invoicing live on my version and plan today? Some features are still on roadmaps, and some plans exclude e-invoicing.
  3. What does it cost beyond the free allowance? Per document, per pack or per month, and whether received invoices count.
  4. Are supplier e-invoices imported automatically as bills, or do we re-key them?
  5. How are electronic credit notes created and linked to the original invoice?
  6. Who updates the PINT AE mapping when the specification changes?
  7. Where is our data stored, and can we retrieve it for the full retention period? Records must be retrievable whatever the server location, for the Tax Procedures Law periods (generally 5 years, 7 for real estate).
  8. Who notifies the FTA if the system fails? The deadline is 2 business days.
  9. Can we change ASP later without changing software?
  10. What does onboarding involve? Cleaning customer TRNs and addresses, testing and training. Our step-by-step e-invoicing implementation checklist covers each stage.

Our pick by profile: which e-invoicing software should you choose?

Choose by profile, not by brand. A freelancer or micro-business that only invoices can use an accredited vendor, Odoo connected to an accredited ASP, or its current software if that vendor is already accredited. A growing company with stock, purchasing or several entities needs an ERP connected to an accredited ASP. Large groups should involve their ERP vendor early and get the ASP route in writing.

  • Freelancer or micro-business that mainly issues invoices (little or no stock): Odoo (Invoicing and Accounting), Zoho Books Professional or Wafeq. Zoho and Wafeq are accredited ASPs with public AED prices; Odoo connects to an accredited ASP and lets you add apps in the same database as you grow. If your current software's vendor is already accredited, staying put is usually the simplest option. The MoF says 82% of UAE businesses are micro businesses with less than AED 3 million in annual turnover: for many of them, one of these options is the right answer.
  • Already on Tally and happy with it: keep TallyPrime with an active TSS subscription, and confirm that e-invoicing is live for your release.
  • Service business whose accountant works in Xero: Xero, with e-invoicing through Casim included. Accept that the software itself is in English only.
  • From a single freelancer to around 200 users, with stock, purchasing, CRM, multi-company or e-commerce needs, or strong growth: Odoo. It runs accounting, inventory, purchasing, sales and CRM in one database, so each e-invoice is built from the data your teams already use.   • Large or multi-entity group: SAP, Oracle NetSuite or Microsoft Dynamics 365, implemented by a partner, with the ASP named in the contract.
  • A handful of B2B invoices a year: an ASP portal can be a stop-gap, as long as you accept the double entry.

What is the best e-invoicing software in the UAE?

There is no single best product. For freelancers and micro-businesses that mainly invoice, Odoo (Invoicing and Accounting, connected to an accredited ASP), Zoho Books (Professional plan and above) and Wafeq all fit; Zoho and Wafeq are accredited ASPs themselves. Businesses with stock, purchasing or several companies usually need an ERP such as Odoo, SAP Business One or Dynamics 365 Business Central connected to an accredited ASP. Always check the ASP on the Ministry of Finance list.

Is Zoho Books ready for UAE e-invoicing?

Yes. Zoho Software Trading LLC is on the Ministry of Finance list of accredited ASPs (no. 121988, list consulted on 10 October 2026). E-invoicing is available from the Professional plan (AED 90 a month billed annually, AED 129 monthly). The first 100 transactions are free, then prepaid packs start at AED 41 per 100. The Free and Standard plans do not include it.

Does QuickBooks support UAE e-invoicing?

Not directly. Intuit is not on the Ministry of Finance list of accredited ASPs and has announced no official UAE route. QuickBooks Online users need a third-party connector and a separate contract with an accredited ASP. Some ASPs, such as Casim, say they integrate with QuickBooks: check the provider on the official list and test the connector well before your deadline.

Can I keep invoicing in Excel and send through an ASP portal?

For very low volumes, yes. Excel, Word and PDF files are not e-invoices, so each in-scope invoice must be issued through an accredited ASP's web portal or API. You type every invoice twice, your VAT return is not linked to your books, and supplier e-invoices also arrive through the ASP and must be re-keyed. Beyond a handful of invoices a month, accounting software usually costs less in staff time.

Is there free e-invoicing software in the UAE?

Not really. The Zoho Books Free plan excludes e-invoicing and VAT tracking. What is free is an allowance: every accredited ASP must provide 100 free e-invoice exchange and reporting services a year to each customer (Ministerial Decision No. 168 of 2026), and some ASPs, such as DocFlow, advertise their first 100 e-documents free. Above that, you pay per document, per pack or per month.

When do I have to choose my e-invoicing software?

Before your ASP deadline, with time left to test. Businesses with revenue below AED 50 million must appoint an ASP by 31 March 2027 and go live on 1 July 2027. Businesses at AED 50 million or more must appoint one by 30 October 2026 and go live on 1 January 2027. The Ministry of Finance has said no further extensions will be granted.
